Surveillance for Opioid Overdose in the Veterans Health Administration, 2004-2014

Drug poisoning, or overdose, is an epidemic problem in the United States1,2. In keeping with national trends, a recent study combining U.S. Veterans Health Administration (VHA) data with the National Death Index showed increases in opioid overdose mortality from 2001 to 20093. One of the challenges in monitoring the overdose epidemic is that collecting cohort data to analyze overdose rates can be laborintensive. Moreover, analysts are often unable to collect real-time data on overdose events.

Using NC DETECT for Comprehensive Morbidity Surveillance on Poisoning and Overdose

A retrospective analysis of emergency department data in NC for drug and opioid overdoses has been explained previously [1]. We built on this initial work to develop new poisoning and surveillance reports to facilitate near real time surveillance by health department and hospital users. In North Carolina, the availability for mortality and hospital discharge data are approximately one and two years after the event date, respectively.

Opioid Diagnosis Codes - Adapted from the HCUP Definition - Kansas Department of Health and Environment

This syndrome was created as a way to integrate the H-CUP Opioid-Related Hospital Use definition into ESSENCE. H-CUP is the Healthcare Cost and Utilization Project and we believe their Opioid-Related Hospital Use definition is a great starting point for developing opiate-use syndrome definitions.

Injection Drug Use - Maricopa County Department of Public Health

This syndrome attempts to capture Opioid, Cocaine and Meth Injection Drug Use hospital visits. The syndrome was developed using NSSP ESSNECE and evaluated on Maricopa County emergency department and inpatient data. Fields used in ESSENCE include Admit Reason Combo, Cheif Complaint History and Discharge Diagnosis.

Opioid Abuse – Cook County Department of Public Health, 2019

This syndrome was created to monitor emergency room visits related to opioid abuse in Suburban Cook County, IL. It is adapted from CDC’s Opioid Overdose v2 syndrome, and expanded to include terms for opioid withdrawal, injection site infections, and patients with underlying opiate abuse or dependence disorders, as well as unintentional overdose with opioids.
