Leveraging the Master Patient Index in Public Health Surveillance through Collaboration between Illinois Department of Public Health and the Illinois Health Information Exchange

Meaningful Use (MU) Stage 2 public health reporting for Eligible Professionals (EPs) included a menu option for ambulatory syndromic surveillance. Review of currently existing models lead to a collaboration between the Illinois Health Information Exchange (ILHIE) and IDPH to build services that would support the use of the MPI, a database that can uniquely match records across systems.

EHR Conformance Testing for Enhanced Syndromic Surveillance System Interoperability

Lack of speed, reliability, and uniformity of data collection limit the ability of syndromic surveillance (SyS) systems to provide public health authorities (PHAs) with timely information on community health threats and trends. Electronic information technologies have long been used to accelerate and automate data collection for more real-time surveillance. There is, however, irregularity in how SyS data are packaged and sent by healthcare providers.

Meeting Mandatory Infectious Disease Reporting Requirements: The Department of Veterans AffairsÍ Plan

There are currently no federal laws mandating the reporting of infectious diseases to public health authorities. Reporting requirements reside at the state level and such laws do not apply to federal agencies including the VA. Heretofore, VA's reporting of infectious diseases to public health authorities has been strictly voluntary, and has been accomplished via traditional methods (phone, mail, and fax) that are highly prone to human error, create a significant administrative burden, and do not adequately safeguard the privacy of Veterans' data.

Exploring the Expanded PHIN Messaging Guide for Syndromic Surveillance

ISDS, in collaboration with and with the support of CDC, recently released a new version of the PHIN Messaging Guide for Syndromic Surveillance. This Guide expands on previous versions and includes specifications for transmitting hospital inpatient electronic health record (EHR) information for syndromic surveillance. The webinar will focus on leading participants through the new Guide, explaining the various sections and changes, and showing public health practitioners and vendors how the Guide may be useful in practice.

Obtainable and Sustainable: Open Source Solutions for the Future of Public Health

Public health can harness the power of increasingly available health population data to improve practice and effectively allocate resources to areas of need. The driving forces of Health Information Exchanges (HIEs) and Meaningful Use are changing how public health and the healthcare industry communicate with one another. Through open source interfaces, the ability and power to move this population data from the healthcare world to public health entities is obtainable and sustainable.

PHIN Messaging Guide for Syndromic Surveillance: Emergency Department, Urgent Care and Inpatient Settings, Release 1.9 (April 2013)

This document represents the collaborative effort of the International Society for Disease Surveillance (ISDS), the Centers for Disease Control and Prevention (CDC), and National Institute of Standards and Technology (NIST) to specify a national electronic messaging standard that enables disparate healthcare applications to submit or transmit administrative and clinical data for public health surveillance and response. Recommendations made by expert committees convened by ISDS and CDC serve as the basis for this guide.

Syndromic Surveillance Using Electronic Health Record Clinical Data from Hospital and Ambulatory Settings: An Annotated Bibliography

This annotated bibliography summarizes close to 50 articles on syndromic surveillance using EHR data from hospital and ambulatory settings. The bibliography is a valuable resource for both practitioners and researchers as they continue to assess the feasibility and utility of using new types of clinical data for syndromic surveillance analyses. As Meaningful Use progresses it is increasingly important to understand both the potential and the limitations of using ambulatory and hospital data for these purposes.
